The origins of stringcourse are not exactly known but are dated back to Roman arcitecture as seen in Panthenon.
Stingcourse shows the demarcation between different floors and also gives a good look to the outer wall rather than a dull look.
The architect was trying to show the demarcation between the two floors. Yes, the builder was effective in showing the demarcation between the two floors using stringcourse.
